Matt joined Parker Design Group in January 2025 and currently works with the Roanoke Stormwater Department. He is certified with Virginia’s Dual Inspector for Erosion and Sediment Control (ESC) and Stormwater Management (SWM) with the Department of Environmental Quality. He maintains an Authorized On-site Soil Evaluator (AOSE) professional license to evaluate soil and site conditions for design of on-site sewage disposal systems in accordance with the Virginia Department of Health (VDH) regulations. His expertise includes the following:

• VPDES Permit for Discharges of Stormwater from Construction Activities
• Best Management Practices (BMP) Inspections and Maintenance
• Spill Prevention, Control, and Countermeasure (SPCC) Plan Preparation and Inspections
• SWM/ESC Inspections
• Stormwater Sampling
• Wetland Delineations and Stream Assessments
• Environmental Site Assessments
• VDH Well and Septic Permit Applications

Matt’s roles and responsibilities include but are not limited to:

• Point of contact for stormwater-related components and concerns.
• Field inspections, site assessments, permit compliance, and report generation.
• Performing soil investigations/feasibilities, and on-site septic system permitting.
• Business development, proposal preparation, professional development & training.
